Frank Buress: A Tribute to a Tireless Advocate
On Monday, December 9th, after presenting Dane County Executive Melissa Agard with a well-deserved award during an event at Pinebox in Madison, the Wisconsin Cannabis Activist Network (WiscoCan) family turned our attention to another impactful moment. We bid farewell to a true titan of cannabis advocacy, Frank Buress, as he embarks on his well-earned retirement.
Frank Buress has been a cornerstone of the movement for safe and sensible cannabis policy, both in Wisconsin and beyond. His unwavering dedication, strategic thinking, and grassroots activism have left an indelible mark on our communities and the causes we champion. Through his work with Americans for Safe Access (ASA), Safe Access Wisconsin, and The Wisconsin Cannabis Activist Network (Wiscocan.org), Frank has exemplified the spirit of collaboration, education, and persistence.
A Legacy of Advocacy
Frank’s journey as a cannabis advocate is as inspiring as it is impactful. As a member of the Wisconsin State Council on Alcohol and Other Drug Abuse (SCAODA), Frank was instrumental in fostering community engagement and driving meaningful conversations around medical marijuana. His efforts were pivotal in the success of the 2018 Marquette County medical marijuana advisory referendum, where voters decisively supported access to cannabis for medicinal purposes.
The referendum was more than just a local victory— in total sixteen (16) county and two (2) city marijuana referendums passed and it was a signal to policymakers that public sentiment in Wisconsin supports compassionate cannabis laws. Frank’s strategic efforts during the campaign, combined with his ability to galvanize grassroots support, played a critical role in this historic outcome.
A Career of Service
In addition to his advocacy work, Frank’s public service as the 2018 Democratic candidate for Wisconsin’s 41st Assembly District demonstrated his commitment to representing the voices of his community. Throughout his campaign, he emphasized the importance of evidence-based drug policies, health care reform, and building sustainable economic opportunities for rural Wisconsin. His vision for a more equitable future resonated with many, and his candidacy helped elevate the dialogue around these critical issues.

At the conclusion of Monday’s event, the Wiscocan family surprised Frank with a small but heartfelt token of appreciation, commemorating his high activity, dedication, and unyielding spirit. Frank’s departure marks a significant moment for both the Wiscocan and ASA families, as his contributions have been a cornerstone of our collective successes. While his absence will undoubtedly leave a void, his legacy will inspire us to continue pushing forward.
