Federal Appropriations Bill threatens US Hemp Industry

The FY26 Agriculture Appropriations Bill includes a provision that redefines hemp to ban products with any “quantifiable” amount of THC, potentially outlawing most hemp-derived products, including non-intoxicating CBD items. This language mirrors a previous amendment by Rep. Mary Miller that was not enacted. The provision, introduced by Rep. Andy Harris, is seen as a significant threat to the hemp industry, which has operated legally under the 2018 Farm Bill. Advocacy groups urge the public to contact their representatives to oppose this measure and support the continued legal status of hemp products.

In the press release, the committee stated that language “closes the loophole that allows intoxicating hemp products to be sold,” signaling a direct attack on a lawful, federally regulated industry. The bill will be considered in subcommittee June 5, at 10:30 a.m. You can watch the proceedings here. 

No Wisconsin Congressional Representative sits on the Subcommittee of Agriculture, Rural Development, Food and Drug Administration, and Related Agencies, but Congressman Mark Pocan (D) is a member of the Minority Committee on Appropriations.
