Jim Langer, also an independent, describes himself as a working person. He says he would solve the state’s budget problems by legalizing marijuana and encouraging farmers to grow hemp.
“If nothing else, let’s take the criminal aspect out of it,” Langer said. “Just decriminalize it and be done with it.”
